Louise Jacobsen Fisher is a Partner of Capitol Steps Consulting LLC and brings 28 years experience developing federal business for Lockheed Martin, Northrop Grumman, OAO, Fortress Development Company, and Harris Corporation.  She has an impressive track record in winning multi-million dollar bids for commercial clients engaged in contracting to the Federal government in the Departments of State, Treasury, Interior, Energy, Housing and Urban Development, Health and Human Services, Federal Deposit Insurance Corporation, Veterans Administration, and National Aeronautics and Space Administration, among others.  Ms. Fisher is highly experienced in managing the start-to-finish bid lifecycle from federal business development to capture and proposal management.

 

Ms. Fisher received her education at the University of Nevada in Journalism with a minor in the geosciences, and came to Washington, D.C. to support U.S. Senator Tim Wirth in his position on the U.S. Congressional Subcommittee on Telecommunications, Consumer Protection and Finance.  During the next 20 years, she excelled at large Federal program and project management, and communications.  She assisted clients in meeting their Congressional mandates while building consensus and cementing strong and now-longstanding relationships.  Beginning with the knowledge that the U.S. Federal Government is the largest customer in the world, Ms. Fisher enjoys a keen sense of how the process works, and also possesses the relationships necessary for continued success.
